In the financial law we find many incentives for companies to work to improve employment levels and the conditions of those who work.
But during the period from January 1 to November 30, 2017, labor inspectors checking 150.651 companies have had to contest illegal acts for 95,006 of them, which represent 65% of the investigations. This is one of the data presented by Minister Giuliano Poletti together with the head of the national labor inspectorate Paolo Pennesi, concerning the inspection activity of the year that is about to end.
Therefore, around 2 companies out of 3 were found in an irregular situation. The investigations led to the identification of 43.792 workers / workers in black, an “extremely important” – the report underlines – as it assumes on average the presence of a worker in black for every two irregular companies “.
Therefore, more unemployment and more precarious workers and workers. There are more than 9.3 million people who can not do it and are at risk of poverty: the area of social hardship that is not showing signs of shrinking is increasingly widespread.
Unsatisfactory work has increased for 28 thousand people who are expanding the range of those at risk of poverty.
According to Unimpresa (National Union of Enterprises) data, this is an enormous “area of hardship”: to over 3 million unemployed people, we must first add fixed-term employment contracts, both part-time contracts (803 thousand people) both those working full-time (1.71 million); the part-time workers and workers (803 thousand), the collaborators (3284 thousand) and the part-time contracts (2.67 million) must be considered. This group of people employed – but with uncertain prospects about the stability of employed or with low wages – amounts to a total of 6.27 million units.
The total of the area of social hardship, calculated by the Study Center of Unimpresa on the basis of ISTAT data, in the middle of 2017 therefore included 9.34 million people, an increase compared to 2016 by 105 thousand units (+ 1.14%).
Starting from these data the president of Unimpresa, Giovanna Ferrara, asks the State for additional resources and structural incentives, not occasional, for companies. Only in this way can new jobs be created. Ferrara also rejects wrong to insist on forms of subsidy, such as income for inclusion, which nurture welfare and de facto disincentive economic growth. Resources must not go to those who live in poverty, but who creates wealth … who creates work …
But which job? Still the one in black, precarious, exploited …? The national labor inspectorate will unfortunately have to keep rolling up its sleeves …
It seems in fact to understand that those who run the business are far from thinking and preparing to use resources born from increases in productivity and profits that, according to the Government, there were. Not all companies, but still too many, think it is necessary to use the profits they obtain for the exclusive benefit of managers, boards of directors, owners, shareholders … It is no coincidence that the turnover of the companies producing luxury goods continues to increase. It seems obvious that those who receive dizzy salaries at the expense of those who work with salaries that sometimes do not exceed one thousand euros.
And tax evasion? Another story, like the lack of resources for the welfare state.
